Hello neighbors--

As you likely expect, the Winter Hill Neighborhood Association in-person meetings will go on hiatus until there are changes in the recommendations from the public health scientists. Of course, we will still be available by forum, Facebook, and our email list. If you need something, have neighborhood issues, or have interesting information--do continue to share.

If you are spending a lot of time indoors, you can keep yourself entertained in a number of ways.

he online book collection isn't quite as extensive as the paper form, but I can always find something to read or listen to. I recommend the "Libby" app for audiobooks, and you can download books for reading too. But I mostly read on my Kindle just because I like the size better. Around the neighborhood: I hope that you are getting take-out food from our restaurants if you can. Obviously it's going to be a rough time for them. At our recent Winter Hill Neighborhood Association annual organizational meeting, we decided that we should have some meetings with the typical agendas, some events that are purely social, and some events that might be kind of a hybrid. The hybrid meeting might be a quick update on local matters of interest or time-sensitive nature, but mostly the meeting would be organized around a theme that neighbors might want to learn about, or discuss, or share ideas on. 

Our first theme meeting, Sustainability, will be February 5 2020, at the
St. Polycarp community room, 6:30-8:30pm.

Future meetings might be on gardening, history, or small business, and more--we are open to more suggestions on this!

Our pitch to you--join us to discuss ideas that we have used ourselves, and that experts recommend, for increasing our local sustainability efforts for everyone. We'll have information from the city as well as from homeowners who have put these things into practice. Larry Yu, a member of the Somerville Climate Commission; Mary Mangan, formerly Solar Coach for Solarize Somerville; and Monte Allen, realtor with deep knowledge of the local property stock, have organized the discussion.

Making Winter Hill homes more sustainable 

Somerville has a 30-year goal to be carbon neutral – and every home has a part to play. The good news is that making your home more sustainable can also save you money and lead to a more comfortable home. Let’s have an open conversation about the baby steps and giant leaps that Winter Hill renters, condo owners and homeowners can take to be part of Somerville’s carbon-neutral future.

Hello again neighbors--
 
I just took a walk on this lovely fall day, needed some last-minute-ish things from Neighborhood Produce. On my way, I had to get to the bank. Walking down Broadway, I saw a terrific sight: they are actively working on the ramp for the crosswalk between Thurston and Fenwick! Photo attached. 
 
Also spotted: a brand new Free Little Library on Broadway, up near the Main St. crossing--392 Broadway, right at the Blue Bikes. Also attached. 
 
And: the pedestrian lights at School Street are now automated--you don't have to push the button anymore. We will get pedestrian crossing by default. 
 
Change happens. Walking around here has become more pleasant, I think. Have a walk and check it out. 
 
On to regular items:
 
1. Winter Hill Neighborhood Association Meeting. We have decided this next one is a hybrid: part annual review and discussion of priorities for next year, part social. Ian and Candace have offered to host us again. We will have potluck. Bring over that bag of chips you didn't open at the holiday. Maybe that 6-pack that Uncle Jebediah gifted. We'll eat and chat.

Somerville is a renter city. Over 60% of all housing units are rentals. But do you know your rights as a tenant? Do you know what to do if you have a problem with your apartment or your landlord?

The Somerville Office of Housing Stability, The Welcome Project and the Winter Hill Neighborhood Association invite you come learn the rules and the resources that exist for renters. We’ll have a presentation from Ellen Shachter and Lydia Lopez from the Office of Housing Stability followed by a Q&A. All are welcome, whether you rent or not! The space is wheelchair accessible. Well, things have become dramatic around here with our new Winter Hill in Motion paint. We are hearing a lot of chatter around the neighborhood about the issues related to this rollout. It will be one of the topics on our list for the next regular meeting. Also many of the usual issues, and planning for our special upcoming meeting (below). Please join us to add your voice.

Ian and Candace have offered their house for our next meeting, which will be the kind with an agenda and some specific topics for discussion. These include (but are not limited to): Winter Hill in Motion changes, pedestrian safety (or lack thereof), upcoming Gilman Square block party, supporting Mystic Learning Center, shall we do another renter's event, can we set up a phone tree or some other neighborhood communication channel... Hello Hillens: join us for our next regular meeting (typically the first Wednesday of the month). We will meet in the smaller room at the Mystic Activity Center.

  • Winter Hill Derby ideas. A representative from the Arlington Derby group will attend and explore ideas with us.
  • Resistat: some new things came up at Resistat. The delay of the Winter Hill in Motion plan we were expecting. The upcoming June 19 meeting on the Star Market site (see my other post on that).
  • Florence (Fluffy) Bergmann wants to talk with us about some looming changes to the Mystic Learning center.

I'm excited to be a co-host for this free screening which shows how together people can make change in their own neighborhood, in this case our very own Ward 4.
 
The 45 minute film is about the struggle to build a staircase to connect the Mystic housing development with the adjacent Healey School. For years "the mountain," a dangerously steep and unstable slope created a barrier between the housing and the school. Kids either walked the many blocks to go around or risked injury going over. But in the late 1970s and early 1980s community and tenant organizing, multiple youth film projects, local access cable and public meetings finally led to action. It is a success story that we can learn from today and provides important context for the current calls for better connections between the Healey, the Mystics and the river. Please join us for food, the film and a discussion!

One of the ideas we've been toying with is a kind of SomerStreets festival for Winter Hill. The other neighborhoods have them, we could too. And wouldn't it be neat to take advantage our our particular brand--the Hill!

"The Winter Hill Neighborhood Associations regular monthly meeting will be focused on exploring a Soap Box Derby down Winter Hill. The group has been discussing the  possibility of coordinating with City to host a SomerStreets (the Arts Council’s summer events that have been hosted in most neighborhoods except Winter Hill where a main street is shutdown). The WHNA recognizes the large amount of time and effort that an event of this scale would require. September was the suggested goal for the event, or possibly October . Come take part in this discussion."

Our monthly meeting this time will be an agenda-structured meeting, since our previous meeting was social. And it's time to focus back on some of the issues associated with the Star Market and Neighborhood Plan items.

Steph has kindly reserved the Mystic Community Center room for us. So this means the time will be 6:30-8:30pm for that room. Note the time change from our previous room.

Imagining the future of 299 BroadwayWe had a great meeting of neighbors at the Star Market site discussion. People are really interested in having something other than a parking lot and empty store.

WWS (Where We Stand): there is no update on whether the current deal will proceed. There are no significant developments on the process with the current proposal. At this point, though, we assume that if it's not this developer, another one will come along. So we are using this time to think in general ways about what the features and bugs of our area are.

We looked over the space on maps, thought about what we like in our neighborhood, and things that would be important to maintain. But we also thought about things that might improve the neighborhood. We've captured some of these thoughs on our worksheets at the meeting.

Then there was more discussion while we sat on the deck at Winter Hill Brewing. I'd encourage you to go over there and look at the space. Think about neighborhood and what matters to you, and what could be better. And try that new brew with the lime/lemon/ginger. It's very nice. And the rosemary fries. Or any of the other nosh.

There are folks who can't get to the meetings, though, we know. We'd love for you to add your thoughts to the discussion with a survey.

Time to talk about the WHNA monthly meeting. We haven't had a primarily social one for a while because of the looming Star Market site issues, but now that it's spring let's have a semi-social. On Wednesday May 2, 7pm, let's meet in the Star Market parking lot for a mostly social event. Let's look around and envision some things we want for the area. And let's add some thoughts to this brainstorming effort that's up at the front of the store. (see image)
 
And then maybe we hang some flyers about the important upcoming meeting Star Market meeting on May 8? Then get some beverages on the deck at the Brewery? Looks like the weather is right for this on Wednesday according to current predictions.

We could use a multi-language flyer if someone has the skills for that.

WHNA Meeting notes from April 4, 2018

 

Below are our notes from our April General Meeting. Our next meeting will be a social gathering at the Star Market lot. Please look out for details soon!

 

Neighborhood Updates

  • Justin filled us in on the Gilman/GLX progress. MBTA starting to do some site work including taking down trees and some abutter property inventory.
  • Justin also filled in folks about the newly formed Gilman Square Neighborhood Association and its engagement around the former ABJ Automotive property. A nontraditional developer has bought it, planning housing project that will likely need zoning and permitting relief. Justin is optimistic that the owner will be a reasonable neighborhood partner.
  • Mary reminded folks about the upcoming Sustainaville Week with various environment/sustainability themed events including a tour of a wind turbine
  • Also a part of Sustainaville week is the City-wide neighborhood cleanups on April 21. WHNA will have a specific site to focus on. More details to come.
  • A couple things to keep an eye on at City Hall: you can still send comments to planning@somervillema.org about the proposed Zoning Overhaul. The Board likely won’t vote on the zoning until the fall after they have incorporated some of the public input they received and then reintroduce a revised version. There is also a proposal for a real estate transfer fee under debate at the Board that would raise funds dedicated to affordable housing. The draft ordinance would level a 1% fee on property sales (and 2% on properties owned less than 5 years) with possible exemptions for hardship or length of tenancy. Follow the discussion here.

Star Market Site

  • Thanks to the more than 70 people that have filled out the brief Star Market site survey! It gave us a lot to talk about. The plan is to use these responses to refine our survey. We set an ambitious goal of 1000 respondents. Over the next week a few of us will re-format the survey so that we can offer it online, in person, as a handout and in multiple languages. We also want to refine it so that we can get at some issues not covered around access, use, and more. The idea is that the survey will help us communicate with a would-be-developer at the Star Market and the City, our elected officials and the planning and zoning boards.
  • We also talked about how the planning and permitting process works for a would-be-developer. The city has this explanation here. We went over it with an eye towards opportunities for community input. We’ll revisit this as things progress.
  • Lastly, with a couple architects in the room, we talked about how a developer sees the process. Without any certainty, we tried to gauge how far along DLJ might be in its design, how flexible they might still be and how best to communicate with them. The site still has not be purchased, but we agreed that we need to act quickly if we want to try and weigh in before designs become less flexible.

Next Steps

  • As mentioned above, we’ll work to finalize a bigger survey with many more respondents
  • We’ll analyze and package the results into something we can share with our electeds and with the developer by June.
  • Our next meeting will be a gathering in the Star Market lot. Date/Time TBD shortly

I wanted to post this note that went out across the google-mail-list, in case some people don't get that. 2 things:

1. Time change of meeting--aim for 6:30 instead of our usual 7pm. Also, as we noted before, we are going to be in the larger Mystic Community Room. With snacks.

2. The WHNA team has done a short survey to get people thinking about what they want the Star Market site to become. You won't be held to the answers, but if you could start noodling on what we as a neighborhood hope to see we can begin to prioritize as the city and the developers begin to discuss plans with us. March 7, 2018 WHNA Meeting Notes

Our next meeting is Wednesday, April 4 @ 6:30pm (pizza and socializing at 6:30pm, meeting start at 7pm) in the Activities Room at the Mystic Learning Center, 530 Mystic Ave. The meeting will be focused on neighborhood vision for the Star Market site and an organizing plan to get that vision incorporated into the development.

And mark your calendar for the April 21st for a neighborhood Spring Cleanup coordinated with the City’s Spring Clean Up.

Neighborhood Plan Implementation
  • We started the meeting by hearing from two City staff (Lauren Drago, Economic Development Assistant and Sunayana Thomas, Senior Economic Development Planner) to talk about implementation of the Gilman Square Neighborhood Plan and the Winter Hill Neighborhood Plan. You can find the documents here: www.somervillebydesign.com. According to Lauren and Sue, the City wants to form Implementation Action Teams—one for Gilman and one for Winter Hill. Exactly what those teams will look like and what action they will take is still to be determined. The idea is the teams would identify priorities from the plan and come up with ways to make those priorities happen with some help from the City and other resources.
  • Lauren and Sue are hosting several “listening sessions” to hear ideas from folks and then will be having a big meeting in late April. Sign up for one of the listening sessions here (they are on 3/14, 3/21 and 3/22) https://doodle.com/poll/k2kf97u2mzw7af97. And encourage others whose voice ought to be included to sign up too.
  • Sue and Lauren said that this is an effort to use a new community process based on feedback from the processes in Union Square and other neighborhoods. Winter Hill and Gilman will be the first places to use this “action team” model. Folks had questions about what the action teams would do, what “tools” they will have access to, who would decide who’d be on the action team and how the action teams would work with neighborhood groups like ours and the Gilman Square Neighborhood Association. All of these questions seem to still be open for discussion at the listening sessions and in the future. 

Broadway Signage and Markings
  • Adam Polinski, Transportation Analyst from the City came and talked about upcoming signage and markings for Broadway. He said there will be some public meetings soon and a survey to provide input for a design. Things like bike lanes, actual road lanes and other signage could be a part of this. There is also talk of the MBTA using markings to trial a dedicated bus lane on Broadway.
  • Broadway will not be repaved as a part of this. That is a longer time frame. When streets are dug up for utility work, they City will not repave for two years to avoid being liable for any damage to the utilities below (so we are stuck with patch work paving for the two years—seems like a bad policy that needs to be changed!).

The Star Market Site
  • We spent the second half of the meeting digging into the Star Market site and its potential future. Alderman Clingan reported back to the group about a meeting he had with the potential purchaser and developer of the site, DLJ Real Estate Capital Partners. The developer is working on plans but has not submitted anything to the City yet. And even before that step, they will also plan to hold a community meeting to talk about their plan. But we are not there yet. Jesse said their plan was very much a draft, but that what he saw did not represent the aspirations of the neighborhood plan, it did not include a large, central “square” to anchor the neighborhood. He told them his opinion, we shall see what they take into account.
  • To the best of our knowledge, the sale of the site is still not final, but if it does go through, the development process will get going very soon. In order to be best prepared to interact with the developer, we decided we need to be able to better articulate goals for the site. We have the neighborhood plan as starting point, but it is not that specific for the Star Market site and it does not necessarily incorporate everyone’s vision (and it was part of a process started in 2014).
  • The idea of using these goals to inform a community benefit agreement with the developer was also discussed again and will be talked more about at the April 4 meeting. Next steps:
  • A couple of us are reviving an old survey about what people want to see at the Star Market site. It will get sent out to our lists electronically.
  • A couple others will be creating some physical tools and outreach plan to get input from folks before the April 4 meeting.

We had a great event--I counted 9 of our elected officials who were able to make it. I'll add some action shots below.
